w bid of the best company that was qualified to do it. And I would take it to my boss and I'd say, here's the one that's the lowest bid for this exact thing that we want. And then what would happen after I signed the deal every time? What would happen as soon as you sign it or maybe as soon as you install it, you immediately learn that you needed to spend more for something that hadn't been mentioned. And so on day one, your low-priced vendor, the one that had the lowest price, surprises you with, oh well it looks like we specified something that's a little underpowered for what you need. But no problem if you just pay more you could have the better model and then it's too late to start all over again and you don't want to tell your boss that you screwed up. What are you going to do? Well the vendor knows exactly what you're going to do. You're going to pay the higher price.

So in the real world, things do go the way that this high-speed rail went, which is somebody bid, I could get that done for 33 billion. And then probably the moment it was approved, the people who said they could do it for 33 billion started doing — probably was
