It under all conditions, it won't be legal for teenagers, but it would be easier for them to argue, hey, I'm 17. You know, I can start making my own decisions if it would be legal for me in two months after my birthday. Are you telling me that I can't make that decision now two months before my birthday or whatever?" I don't know if it's 18 or 21. But as an argument for keeping teenagers off it, it really helps if you can say it's illegal on any level. It just really helps.
